APCC accuses Govt. of deliberately holding INC candidate’s file
Congress ignores Pul wife's candidature

ITANAGAR, Oct 31: The Arunachal Pradesh Congress Committee (APCC) on Monday accused Chief Minister Pema Khandu led PPA-BJP government of deliberately holding the resignation letter of Lapalum Kri, Chief Engineer(PHED and WS), who is the Indian National Congress candidate for Hayuliang by-poll. The Congress said that NEDA is afraid of facing the Congress in by-poll.
Addressing the media persons, APCC President Padi Richo informed that Congress high command has approved the candidature of Lapalum Kri for Hayuliang by-poll. INC candidate Kri had applied for grant of Voluntary Retirement Scheme (VRS) on September 5, 2016 requesting the state Govt to accept VRS w. e. f. Sept 30, APCC President further added.
"Surprisingly, the state government is yet to approve thenVRS of Kri, in spite of getting all clearances including Vigilance. On the other hand, resignation of Dasanglu Tulang Pul, BJP candidate for Hayuliang by-poll, who is a government employee working as WC Meter Reader in the department of Power, was readily accepted by the government" Richo alleged adding that NEDA is afraid of faceing Congress in by-poll sensing strong public support for Congress candidate.
"It can be concluded that once again Narendra Modi and BJP is attempting to silence the democratic right of the people by restraining the contender through coercive and fraudulent means" the Congress party said. Any attempt to suppress Govt official's fundamental rights shall not be tolerated, it said. Later in its representation to the Chief Electoral Officer, APCC informed, Lapalum Kri had submitted a reminder to Commissioner PHED and WS after there was no communication from the authority on Oct. 03, 2016. It added that Kri had clearly mentioned in his reminder letter that the purpose of submitting VRS was to contest bye-Election of 45 Hayuliang Assembly constituency.
The APCC argued that there is no provision in all relevant law including CCS where government officials are debarred from obtaining VRS or retirement.
It further stated that observing the delay tactic by the government, Kri has been left with no other option but to file a petition in the Guwahati High Court.
The state Congress party appraised the CEO to request the Chief Secretary to issue VRS to Kri so that he could contest bye-election within November 1st, 2016, failing which it threatened to invite series of agitation including dharna on November 2nd, 2016 at Civil Secretariat Entry Gate.
"Such biases by government speaks volume and people of 45-Hayuliang (ST) Assembly Constituency will give a befitting reply in the ensuing by-election" APCC stated.
Meanwhile, APCC divulged that three candidates have applied for Congress ticket including late Kalikho Pul's first Wife Dangwimsai Pul.
However, the AICC has approved the candidature of Lapalum Kri as an INC candidate. Since than all the three wives of Pul has joined BJP.
Richo was accompanied by APCC general Secretary B C Tok, Spokesperson Hayang Mangfi, Arunachal Pradesh Youth Congress President Jikke Tako, and Seva Dal Chief Organiser Kipa Kaha during the press meet.
Administrative indecision leads to delay in establishment of law college

ITANAGAR, Oct 31: While there is renewed interest in the opening of a law college in the state after recent visit of Minister Education Honchun Ngandam and Parliamentary Secretary Education Bamang Felix to proposed site for government Law College at Jote, the administrative indecisiveness has led to further delay to the already delayed project.
Though college building constructed by PWD is almost ready, the staff selection process has been put to a halt because of Empowered Committee's reluctance to accept the proposal for creation of posts. Several factors are believed to have contributed to this delay but as of now the completion of college building and approval from Bar Council of India and post creations are major hurdles that are on the way for starting the college.
On their part, the PWD has assured to complete construction of building by end of this month. "We are trying our best to hand over the building to education department by 3rd week of November," informed Er Tana Nikam, executive engineer, PWD Capital division-B. He also shared that NHPC provided Rs 17 crore for the whole Law College project. In 2007, the government of Arunachal under Late Chief Minister Dorjee Khandu had taken a loan of Rs 225 crore from NHPC, partly to start a government law college in the state. To get approval from Bar Council of India, the state government will have to first recruit faculties and other staffs, which so far they have failed to do so.
"We had created 32 posts starting from principal to multitasking staff. To our shock, the file for post creation was rejected by the empowered committee. It was sent to them after it got clearance from AR and finance department. We have again re-submitted the file to the government. Now everything depends on empowered committee," shared an official of directorate of higher and technical education. In the first step, the department has proposed to start three years LLB (after graduation) course. Even though there seems to political will to start the long pending government Law College, bunch of IAS officers in the form of empowered committee have become the biggest hurdle in the way of Law College, the official said.
The delay in starting the Law College has raised several questions. In the last 9 years, many education ministers have announced to start the academic session of Law College but it is never materialized.
DHS to seek report on death of pregnant woman at Aalo
ITANAGAR, Oct 31: The Directorate of Health Services has been instructed to obtain a detailed report on the death of a pregnant woman at Aalo to figure out whether the death was due to negligence or system failure or cumulative result of both that resulted in the unfortunate demise of the woman.
Taking serious note on the death of Jumi Doji during child birth at Aalo on October 20, which was reported in this daily on October 30 issue, the Health Department in a press statement said that appropriate and stern action will be taken against act of negligence (if any) and all possible measures will be explored to improve service delivery to avoid such unfortunate incidence in future.
"Unfortunately, at present there is shortage of Anaesthesiologists in many District Hospitals, including Aalo because of which routine and emergency surgical operations are not performed even where facilities for such operations are available," said DHS Dr. Moji Jini. However, the process is in progress for filing up of the newly created posts of Anaesthesiologists, which, if completed, will ensure posting of at least one anaesthetist in each District Hospital, Dr. Jini said.
With regards to Aalo District Hospital, Dr. Jini informed that the Anaesthesiologist posted on contract basis under NHM has resigned some weeks ago.
"However, gauzing the importance of District Hospital Aalo and the patient load there, the Department had anyway initiated for posting of one GDMO with PG Degree (Anaesthesiology) and it is expected that he will join at Aalo very soon,"
"It is very unfortunate that this incidence had to happen during the absence of an anaesthetist before alternative arrangement could be made," Dr. Jini regretted.
At present the infrastructure and the quality of health service available in the state is far from satisfactory. The filling up of the recently created posts in all 13 categories (from Sanitary Assistant to Super Specialists) of core functionaries, posting according to the equitable distribution of manpower fixed by the State Government and phase wise up-gradation of the aging infrastructures is the way forward.
Along with progress for the upcoming 500-bed State Hospital and Medical College under Tomo Riba Institute of Health and Medical Sciences, up-gradation of the five Zonal General Hospitals (Aalo Hospital being one of them) will further improve the Health Service scenario of the State in coming days, Dr. Jini said.
Meanwhile, Memo Ao Youth Association (MAYA), in a memorandum to West Siang Deputy Commissioner has demanded a high level magisterial inquiry into death of Jumi Doji.
Alleging that she died due to lack of medical facilities and negligence of hospital management, the association urged the DC for early constitution of the team and also to initiate for payment of ex-gratia/compensation to the next of the kin of the deceased from the State Government.
Improve facilities in hospitals: APWWS
ITANAGAR, Oct 31: Arunachal Pradesh Women's Welfare Society (APWWS) has asked the state government to improve the facilities of hospitals in the state. The call came after the reported death of pregnant woman in Aalo General Hospital because the hospital could not conduct a C section delivery due of lack of an anaesthetist at the hospital.
APWWS expressed its sadness over untimely demise of 25 years old pregnant woman while questioning why a general hospital is running without an anaesthetist. "If the condition of a district hospital is devoid of any facility, one can imagine the medical facilities in rural areas of the state," the Society said.
The Society further said that though CHCs and PHCs have been set up in the state, there is no required infrastructure in place.
APWWS advocated for proper medical facilities in hospitals for pregnant mother for timely intervention so that unwarranted deaths can be prevented. It further said that to deal with the shortage of doctors and health workers in rural areas, the state needed early establishment of medical college.
Efforts would be made to uplift Transport department: Parl Secy.
ITANAGAR, Oct 31: Transport and Supply Parliamentary Secretary Likha Saaya said that he would put in additional efforts to help the Transport Department grow to its full potential
Presiding over a departmental coordination meeting of the Directorate of Transport on October 29 at Naharlagun, Saaya said he would coordinate with the state government as well as central government to avail the facilities and schemes for the department. He sought support from the department to achieve the desired results.
During the course of the meeting, Director of Transport N Ete made a detailed presentation about the achievements of the department, as well as of those areas which require immediate attention from the government.
Speaking about their needs and grievances in their respective districts, all DTOs had major issues regarding infrastructure, including DTO office, residential quarters for DTOs and it staffs,
procurement of new vehicles for DTOs, internet connectivity to enable data collection of vehicle registration, driving license and other pertinent data to go online for public viewing, and strengthening field or enforcement and ministerial staffs.
The parliamentary secretary was also informed that the workload of the Directorate of Transport had increased manifold with the added responsibility of Road Safety Cell. As such, it has to coordinate with various stakeholders like departments of Public Works, Health, Police and Education, besides collecting relevant data, preparing action plan and executing road safety measures in the state.
The officials regretted to inform that with the existing manpower and work overload, it is difficult for the department to carry out work effectively and efficiently.
Also, new and innovative ideas and proposals to augment revenue generation and enhance the activities of the department were discussed during the meeting. The department felt the need to create vehicle jail or impounding pen in every district to keep seized vehicles under safe custody, setting up of Institute of Driving Training and Research, Regional Driving Training Centre in every district and Inspection Certification Centre, which are all supported and funded by MoRTH, Government of India.
The parliamentary secretary exhorted the department to consistently achieve the revenue target set by the government and to generate good revenue for the government exchequer with fewer investments, despite all ordeals and difficulties.
He expressed regret for the lack of funding and attention towards the department from the state government despite its excellent performance, and was hopeful that under the progressive leadership of Chief Minister Pema Khandu and experience of Deputy Chief Minister Chowna Mein, all aspirations of the department would soon manifest.
Among others, the meeting also had the attendance of Joint Director, Transport, all district transport officers, motor vehicle inspectors and staff of the Directorate of Transport.
APSCABEA reacts
ITANAGAR, Oct 31: Arunachal Pradesh State Cooperative Apex Bank Employees Association (APSCABEA) claimed that the Apex Bank has repaid more than Rs.60 crore towards Soft Loan with interest except Rs.180 crore, which is share capital contribution to the bank.
Reacting to a news appeared in the this daily on October 29, the APSCABEA in a press statement said that the Govt. of Arunachal Pradesh provided Rs.225 crore in 2007 for revival and repayment of the depositors money in the form of Rs.180 crore as Share Capital participation and remaining amount as soft loan.
Accordingly, the bank has released more than Rs.196 crore to the depositors and to meet the various liabilities of the bank as announced by Govt. in a mega function at IG Park.
"As a result, the deposit of the bank has eroded by 75% of total deposit and the deposit was reduced to less than Rs 50 crore by end of 2010," it clarified.
"With the revival of the bank, we have mobilized new depositors and increased the deposit base to Rs.150 crore as on 30th September, 2016, and resumed fresh lending,
specially government sponsored schemes, like Chief Ministers Pariyatan Vikash Yojana, CM Farm Mechanization Yojana, National ST Finance & Development Corporation, National Livestock Mission, Dairy Development Self Help Groups, KCC, WCC, besides small business loans to valued customers."
The bank has initiated various recovery measures for recovery of overdue loans and court cases have been filed against willful defaulters with various Certificate Officers at the district levels, and the Deputy Commissioners are extending all support in recovery of bank dues, the association said.
It informed that Arunachal Apex Bank is now fully computerized with CBS and various services like RTGS/NEFT, DBT/NACH, CTS, ATM, Micro-ATM, RuPay (ATM) Card, and RuPay KCC are live and operational.
The LPG and Food subsidy and MGMREGA are being credited to Apex Bank customers' accounts directly. The bank is also introducing Mobile Banking and Forex Business shortly. The bank is participating in the national mission for social security schemes through PMJJBY, PMSBY, APY actively. In other words now Apex Bank is at par with other commercial banks far services are concerned.
"Encouraged by the successful implementation of the IT enabled services, our bank has-prepared a comprehensive Financial Inclusion Plan to cover un-banked areas and villages of the state, where no other banks dare to go, by leveraging technology, like ATM, Micro-ATM wherever network in available and with V-Sat with Solar Plant back-up in the areas where no network is available, in a phase manner so that the last mile Household is also covered within a prescribed period.
However, we feel it pertinent to bring to the notice of the citizens of the state that banks are development agents of the state and there are more than 21 other commercial banks with more than 179 nos. of branches are operating in Arunachal Pradesh with an aggregate deposit of more than Rs.8971.00 crores and a Loan of Rs.2781.00 crores only. The CD Ratio of the state is 31% which is much below the national average of 60%. In other words, the deposits mobilized by the banks are not extended loans to the local people in the state and the amount is siphoned to the respective HO of the banks. As a result, the capital of the state is drained to other parts of India and development is not taking place in our state.
"On the other hand, the recovery in our state is very poor, most of the loans extended to the local people are not repaid and banks has to suffer on account of high level of NPA," it said, and rued the absence of a proper Loan Recovery Act.
APSCABEA appealed to the loan defaulters to repay their loans and the bank for overall development of the state.
The association also urged the daily to explore the facts and figures of the whole episode before publishing it in the interest of the only state owned bank, which is supporting the credit needs of the local people.
NERIST annual cultural and technical festival begins
NIRJULI, Oct 31: The Annual Cultural cum Technical fest "SONABYSS and SHRISTI 2016" of North Eastern Regional Institute of Technology (NERIST) began here Monday evening. The week-long event comprises of cultural and technical programmes from entire 8 Northeastern region.
Addressing the inaugural function Education Minister Honchun Ngandam appealed the NERIST students to focus on the sole purpose of excellence in their academic career and asked for suggestion to strengthen the education policy of the state.
ADM Itanagar Talo Toko Potom, who is also the President of Alumni Association of NERIST, in his address asked the students to participate in co-curricular activities of the Institution actively while realizing the importance of NERIST in its contribution to the state in terms of producing the best brains.

‘Run for Unity’ organized to mark Rashtriya Ekta Diwas
ITANAGAR, Oct 31: Joining the rest of the nation, Arunachal Pradesh celebrated the birth anniversary of Sardar Vallabhbhai Patel as Rashtriya Ekta Diwas or the National Unity Day with ‘Run for Unity’ across the state on Monday.
The Govt. of Arunachal Pradesh celebrated the day in the Civil Secretariat by pledging to re-affirm the inherent strength and resilience of the nation to withstand the actual and potential threats to the unity, integrity and security of the country.
The pledge of national unity was administered by Chief Secretary (I/c) Hage Khoda to all the officers and officials of the Civil Secretariat.
The rank and file of State BJP paid rich tribute to Iron Sardar Patel on his 141st birth anniversary at party BJP office.
Party workers, senior leaders and office bearers, including General Secretary (Org) Ramesh Kadaganchi, General Secretary BR Waghe Techi Necha were present on the occasion and recalled Patel's rich contribution to the country.
All the participants solemnly pledged to dedicate themselves to preserve unity, integrity and security of the nation. Villagers demand early functioning of CO at Yagrung

PASIGHAT, Oct 31: The villagers of Yagrung, East Siang district including PRI members have urged the state government for functioning of Circle office at Yagrung, which is pending for last three years.
The local villagers are aggrieved that the 2-storied RCC building meant for the Circle Office with security fencing around has been completed but the authority is yet to start office functioning. Moreover, the approach road lining the CO office site at Yagrung has been left incomplete.
Local villagers said that the Circle Office was earlier functioning from a kutcha house for a few months at the present location but the office was shifted to Pasighat after the house became dilapidated. ‘We have been demanding the government for early functioning of the Circle Office here. We are suffering a lot as we have to go to Pasighat for official works. It is not convenient for us during rainy seasons’, rued the local villagers.
It is observed that a set of RCC residential quarters constructed for PHC/medical staffs is also lying abandoned nearby the newly built CO office. The foundation of the Circle office was laid by former Chief Minister, Nabam Tuki during January, 2013. The state government had then sanctioned around Rs. 1 crore for construction and development of the CO office. Establishment of a circle office in the area was a long-pending public demand of the local people. Following public demand the state government finally declared to establish a Circle Office (Independent) headquarters at Yagrung village by vide notification No- DAD-62/2010 dated March 19, 2012.
Meanwhile, the PRI leaders of the area have apprised about the problems of Yagrung area to their local MLA Kaling Moyong and pleaded him to take steps for early opening of the CO office. MLA Moyong, who is the chairman of Public Accounts Committee (PAC) recently visited the area and assured the local leaders to take up the matter with state government.
APWWS calls on women commission & legal service authority
Itanagar, Oct 31: The Central Executive Members of Arunachal Pradesh Women's Welfare Society led by its President and Secretary General Dipti Bengia Tadar and Kani Nada Maling had a meeting with APSWC chairperson Mitali Tingkhatra and other members of the Commission and Member Secretary, AP State Legal Services Authority to discuss on issues pertaining to Uniform Civil Code (UCC). The UCC advocated for replacement of the personal laws with a common set governing every citizen. These laws are distinguished from public law and cover marriage, divorce, inheritance, adoption and maintenance. Article 44 of the Directive Principles in India sets its implementation as duty of the State.
At the call of the Society, the Women Commission and Legal Service authority assured to conduct an awareness programme soon in Itanagar.
Cleanliness drive at Anglo-Abor War Memorial site
PANGIN, Oct 31: To keep the major places of tourist attractions neat and clean the Tourism Department and Siang District Administration organized mass cleanliness drive at Rangoon Point and Anglo-Abor War Memorial site in Kebang village.
People from all walks of life including, students, GBs, panchayat leaders, govt. officials and villagers actively participated in the drive by cleaning garbage and jungles.
Addressing the public after the cleanliness drive, Siang ADC Tamik Talom exhorted the participants to maintain cleanliness to make a pleasant atmosphere. Talom suggested the youths get themselves involved in tourism activities for income generation. He also opined that the PRIs could generate their own income through tourism.
Siang DTO TK Kopak appealed to the villagers to participate in such programme to make PM Narendra Modi's Swach Bharat Mission successful.
Quoting the famous line “Athiti Devo Vavo”, the DTO advised all the stakeholders to be well mannered and show hospitality to tourists.
He said developing Rangoon Shooting Points and Anglo-Abor Wars Memorial site can be big assets for the state and woo more visitors. Kopak said tourism is the only sector where everyone can get involved.
Paator Guumin Heritage Preservation and Research Foundation president Taduram Darang informed that construction of War Memorial in remembrance of those, who sacrificed their lives for the nation, is being proposed. He appealed for participation of all stakeholders to make historic Kebang village a hot tourist destination.
He also appealed to the people to shun wildlife hunting to maintain ecological balance.
Paator Guumin Welfare Society General Secretary Tadung Padung appealed to the villagers to shoulder responsibility in making clean a environment. Padung said developing more tourist spots would give benefit to the upcoming generations.
Pangi ASM Vijay Siram appealed to the authority concerned to develop the site, where Dr. Gregerson was assassinated by Adi warriors near Siang river bank at Pangi Village.

House gutted at Telam, MLA grants relief

RUKSIN, Oct 31: A kutcha house belonging to one Komnga Karlo of New Telam village in East Siang district was completely gutted and household properties worth Rs 30 lakh were burnt into ashes in a devastating fire which occurred on Sunday evening.
During the time of the incident, the family members were out for shopping leaving their octogenarian mother alone in the house. She was rescued by the villagers who were witness to the devastation.
According to witnesses, the fire engulfed the kutcha house within a few minutes and no household property could be saved.
Meanwhile, Police from Nari police station led by Officer-in-charge, T Takoh inspected the spot and took stock of the damages incurred.
Meanwhile, Nari-Koyu MLA, Kento Rina along with local leaders visited the fire spot on Monday and met the affected family. The MLA also donated some cash and kind as immediate relief and assured further help from state government.
The Ramle Banggo Social & Environmental Protection Society of Nari has also extended financial assistance to the affected family.
RAEWA conducts community awareness campaign
ITANAGAR, Oct 31: Raga Area Employees Welfare Association (RAEWA) conducted community awareness campaign with theme “Kuju Gurapto” from October 27 to 30 in various areas under Raga administrative circle.
The students and the public were made aware about the importance of education, maintaining good health and also encouraged on sustainable horticulture and agricultural activities to uplift the rural economy their socio- economic development of rural people through sustainable during the four-day campaign organized at Dollungmukh, Boa Simla, Kamporijo, Godak and Raga Higher Secondary School under Raga administrative circle of Lower Subansiri district.
Apart from awareness lecture and interaction with public, teachers and health workers of the area, the team of govt. employees of the area took stock of the ground situation of education and medical infrastructure and communication systems in those areas.
The tour also aimed at taking stock of the ground realities of the constituency in the priority sectors, like health, education, and rural economy.
The team during its tour claims to have found the govt. schools and healthcare buildings in dilapidated conditions, which need urgent attention of the government.
“The entire Raga area, which was considered as the pioneer of socio-cultural movement during late 60s and 70s, is now one of the most backward regions,” lamented RAEWA president Temik.
There has been no visible development in the areas at ground level even after 70 years of Independence, he said.
The last leg of campaign was concluded at Govt. Higher Secondary school Raga.

The campaign was flagged off Raga MLA Tamar Murtem at Itanagar on October 27 in presence of Chief Adviser of RAEWA Bar Takom, SE Power and led by its RAEWA president Kina Temik and Secretary Maga Tasso and executive body members of All Raga Area Students Union (ARASU).
NSCN(K) cadre nabbed
JAIRAMPUR, Oct 31: Jairampur Battalion of Assam Rifles under the aegis of Dao Division apprehended an active cadre of NSCN(K) from general area of Kharsang on Monday.
Acting on specific input about presence of UG cadre in general area Kharsang, a joint operation was launched by the troops of Jairampur Battalion Assam Rifles and Arunachal Police which led to arrest of the cadre identified as Chankap Mossang of Phinbero - II village under Changlang district.
Four blank extortion notes of NSCN (K) and one extortion note for Kharsang petrol pump was recovered from him.
Later, he was handed over to Kharsang Police Station.
Congress observes Martyrdom Day
ITANAGAR, Oct 31: Arunachal Pradesh Congress Committee observed the 32nd Martyrdom Day of former Prime Minister Indira Gandhi as National Unity Day at Rajiv Gandhi Bhawan, Itanagar on Monday.
Former Chief Minister Nabam Tuki and APCC President Padi Richo led the PCC workers, office bearers and senior leaders in paying floral tribute to the portrait of Indira Gandhi followed by National Unity Pledge by the members.
Arunachal Pradesh Congress Seva Dal also observed death anniversary of Indira Gandhi at Naharlagun.
The State, District and City level office bearers and cadres paid floral tribute to the "Iron Lady" of India.
On the occasion, Seva Dal Chief Organiser Kipa Kaha recalled the contribution of Indira and called him as one of the greatest leaders of country, who put India on the path of development and progress.
Rocktober Fest
ITANAGAR, Oct 31: While the streets of the capital complex saw people celebrating the festival of lights and gifts, many came together at the Dree ground here on Sunday night to celebrate the spirit of the '90s hard rock ballads at Eric Martin's live unplugged concert.
True to the saying that dynamites come in small packets, the audience, though small in number, set the night on fire with their enthusiasm - singing along to Martin's most loved ballads such as 'To be with you', 'Wild world', 'Just take my heart', and so on.
The performance of Martin - lead vocalist of the superband Mr Big - also drew the curtains on the month-long 'Rocktober Fest, Vol 2.0'. The festival was organized by Itanagar-based event management group Ministry of Music.
Rocktober Fest - described by the organisers as a 'fusion of rock music and the splendid autumn weather of October' - is an annual musical festival where local bands get a platform to perform with bigger bands from across the country.
Bands like Symmetry Clan, Soul of Phoenix, and the all-female Blot (led by Ribi Taipodia) opened the Martin show with original scores as well as cover versions of famous songs, like 'Anyi Pinku Ngo Piriko' (Symmetry Clan), 'Rock and Roll Universe' (Soul of Phoenix), 'I'm a Zombie' (Blot).
The festival earlier featured performances by bands such as Yesterdrive (Delhi), Terrace Project (Itanagar), Dymbur (Shillong), Royal Flush (Itanagar), Akummika (Nagaland) and others at local bars Poongnest and The Green Street.
Awareness prog on wildlife protection
ITANAGAR, Oct 31: An awareness camp on wildlife protection was held at Nere village under 10th Papu Valley West of East Kameng district on October 29 last. The programme was organized by the PRI members led by ZPM Yalam Cheri in collaboration with Seppa forest division.
Speaking during the programme, ZPM Yalam Cheri called on the villagers to protect flora and fauna and to stop hunting, fishing and feeling of trees.
“Papu Valley popularly known as rice bowl of East Kameng could be a tourist destination in days to come. Conservation of flora and fauna should be our top agenda to make our area most sought after tourist destination,” she said.
ZPM and Anchal Chairperson Yatik Natung asked people to be welcoming towards tourists.
“Flora and fauna attract the tourists towards particular area and warm hospitality invites the tourist to visit more and tourists gives us economic benefit in return,” they said.
Orgs mourns death of prominent personalities
ITANAGAR, Oct 31: The East Kameng Social Welfare and Cultural Organisation (EKSWCO) and the Gyadi Welfare Society (GWS) have deeply mourned the demise of two prominent personalities, namely, Bantaram Gyadi and Shankar Gyadi of East Kameng district. Bantaram Gyadi passed away on Oct 28 while Shankar Gyadi died on Oct 29 due to ailments.
Born to Late Dobing Gyadi and Smti Yapar Gyadi of Taggang Warrang village under Gawe Purang circle in East Kameng on June 15, 1972, Late Bantaram Gyadi was a renowned director, producer and singer. He was cultural secretary of EKSWCO, the chairman of GWS for the session 2008-11 and also founder chairman of EKAF.
Late Bantaram was appointed as LDC in 1991 under RWD department, promoted to UDC in 2007 and was serving as UDC till his last breath. He was felicitated by EKSWCO during its 38th Foundation day in recognition of his immense contribution in the field of art and culture. He leaves behind two wives and three daughters.
Born to Late Tabing Gyadi and Late Yaro Gyadi of Taggang Warrang village on June 15, 1973, Late Shankar Gyadi was elected unopposed as village gram chairperson for the session 2008-13 and again elected unopposed as ASM of Taggang Warrang village in 2013. Shankar Gyadi leaves behind his wife, three daughters and two sons.
Both the organizations conveyed deep sympathy to the bereaved families and prayed for eternal peace of the departed souls.
Girl children sensitized on POCSO Act
PASIGHAT¸ Oct 31: The girl children were sensitized on Protection of Children from Sexual Offences Act (POCSO Act) during awareness camps conducted under East Siang SSA district mission at Ruksin and Nari.
Adolescence related issues like drug abuse, health & hygiene, personal care and guidance, improved response system, alert administrative machinery and close monitoring of psychological behavior etc were briefed to the girl children by the resource persons.
Dr. N Kadu and Elizabet Mozumdar attended the camp at Ruksin part. Principal of HSS Ruskin Marte Koyu also spoke.
At Nari¸ Gender Coordinator Obit Jomrang Jamoh delivered lectures on POSCO Act 2012.
Principal HSS, BRCC, CRCC of Nari were also present and shared their views and opinions.

‘Conduct DPC’
ITANAGAR, Oct 31: The All Arunachal Pradesh Public Health Engineering & Water Supply Department Workers’ Union (AAPPHE&WSDWU) has requested PHE&WS division, Aalo to hold DPC in November and appoint casual staffs as per seniority basis claiming that 23 posts are vacant in the department.
Most of the casual workers are working in the department for more than 10 to 23 years, it said in its memorandum to the commissioner, PHE&WS.
VKV Roing wins top honours in district level Science Congress
ROING, Oct 31: VKV Roing teams secured the first and second positions in the district level Science Congress while the third position was secured by GHSS Roing.
The District level NCSC 2016 on the topic” Science, Technology and Sustainable Development” was held at VKV Auditorium on Monday.
A total of 7 teams from 5 different schools participated in it.
Dr. Marak Pertin, Surgeon Commander of Indian Navy, who attended the programme, advised the students to think differently and work for the development of the society through the acquired skills.
He also explained various procedures to get into Indian Navy. The programme was organized by Tayeng APO, on behalf of the DDSE, Lower Dibangvalley.

Coordination meeting on IFCSAP’s 5th Youth Festival
TEZU, Oct 31: A high level coordination meeting to review the preparation for celebration of the Indigenous Faith and Cultural Society of Arunachal Pradesh (FCSAP)’s upcoming 5th Youth festival was held in the conference hall of the Deputy Commissioner here on Monday.
Presiding over the meeting, DC Danish Ashraf enquired about the ground level work from each head of departments. Stressing on spacious and hassle free sitting arrangements for the estimated 5000 delegates, Ashraf directed the festival committee members to expedite the construction works. He informed that necessary arrangements for accommodation were being made in liaison with various departments. Tents would also be provided to increase the accommodating capacity.
Citing coordination & security as a major concern, he sought cooperation from everyone and said “No efforts should be left unturned to make the first IFCSAP youth festival to be held in Tezu a success”. He instructed the power department to make provisions for electric connection.
Later, the DC visited the festival ground along with the HoDs to take appraisal of the work progress.
Silluk village gets a community graveyard

PASIGHAT, Oct 31: Silluk village under Mebo Sub-Division is the first village to get a new modern day community graveyard Donyi-Polo Golung (graveyard) here on Friday last.
Central Donyi-Polo Yelam Kebang, Pasighat President, Tabi Jerang, who inaugurated the community graveyard in his address said that the community graveyard is very unique and looks like a beautiful park. He further urged other villagers to also maintain graveyards properly.
Silluk GB, Ashik Yirang, (Gynae Specialist) General Hospital, Pasighat, Dr. Dangi Perme also attended the programme.

Two-day long Youth Festival concludes
AALO, Oct 31: Over 200 participants from various schools of West Siang district participated in a two-day long Youth Festival event organized by the SFS College which concluded on 29 last.
During the festival which was inaugurated by West Siang DSP, Dorjee Wangdi Thongon, literary, sports and cultural competitions were held wherein SFS School, Aalo emerged overall champions while, 2nd and 3rd third place went to GHSS, Aalo and St. Mary’s School respectively. The winners were awarded cash prize of one lakh rupees.
On the second day, West Siang ZPC, Yaman Bagra inaugurated the decennial year celebration of the college and Fr. (Dr.) Emmanuel inaugurated MT and a college auditorium. (DIPRO)

SEPPA, Oct 31: Mering Natung from 9-Papu Valley Anchal Samiti East was elected unopposed as Zilla Parishad Chairperson of 03-East Kameng Zilla Parishad on Monday. The post was left vacant after the untimely resignation tendered by former ZPC, Meyuk Cheda.
Awareness campaign held for students
AALO, Oct 31: Awareness on drug menace, side effects of unsafe sex, cleanliness and other values of life was created among the school children as part of a two-day long campaign organized by Mothers’ Vision, a West Siang based NGO at various schools of the district.
During the awareness campaign held at Mumi Block, Girls Hostel and Boy’s Hostel GHSS, Aalo from Oct 27 to 28 last, the resource persons from the NGO including its Chairman, Jumde Gamlin, and counselors, Dr. Kato and Kennedy Bagra exhorted the senior boys and girls to spread the message to younger ones.

Swachh Bharat Pakhwada observed
YINGKIONG, Oct 31: The fortnight-long observance of Swachh Bharat Pakhwada culminated on Monday by conducting a cleanliness drive in the daily market area and APMC by the staffs of Agriculture department of Upper Siang district.
The Swachh Bharat Pakhwada has been observed as per direction of Agriculture marketing Adviser, GoI, Minister of Agriculture & Farmers’ Welfare, to maintain cleanliness drive at agriculture market and vegetable mandis.
The staffs led by DDA-cum-APMC Member Secretary, Yingkiong, AD Panggam swiped the vegetables market areas where farmwomen of the district sold their freshly harvested vegetable especially in the afternoon. The department of Urban Development provided a vehicle to lift the garbage from the area. (DIPRO)
Appeal for reconsideration
ITANAGAR, Oct 31: The All Arunachal Pradesh Unorganized Sector Labour Union (AAPUSLU) has appealed for reconsidering submission of documents by labourers for seeking housing loan.
In its memorandum submitted to chairman Arunachal Pradesh Building & Other Construction Worker Welfare Board (APB&OCWWB), the union expressed its inability to submit the documents saying that the workers hail from remote places of the state and outside are unable to purchase or occupy plot.

ITANAGAR, Oct 31: All Nyishi Students’ Union Upper Subansiri unit (ANSU-USU) has condoled the demise of student leader Akom Jumlam Ligu who passed away on Sunday at Ligu village under Upper Subansiri district after prolonged illness.
Late Jumlam Ligu had served as co-convener of ANSU in 2002-04 and president UNSU-USU from 2005-07.
BJP Mohila Morch members celebrate Diwali with CRPF, ITBP jawans
ITANAGAR, Oct 31: Inspired by Prime Minister Narendra Modi’s call to send Diwali greetings to soldiers, the State BJP Mahila Morcha members celebrated the festival of light with Indo Tibetan Borer Police (ITBP) and Central Reserve Police Force (CRPF) personnel in Itanagar.
Sharing sweets with the soldiers, BJP Mahila Morcha president Bengia Yayang Tadar said, “Though you are far away from your near and dear ones, you should not feel alone during such festive occasion. The people of Arunachal Pradesh are also like your family members.”
“It is only because of the protection given by the soldiers the prestige and life of the women in the country are safe and secure,” she said.

Atto Hillang FC lifts Kurung Kumey DFA CUP
ITANAGAR, Oct 31: The first ever Kurung Kumey DFA CUP was lifted by Atto Hillang Football Club. They defeated Upper Nyopin FC in the penalty shot-out. The tournament was organized by District Football Association (DFA) Kurung Kumey at Sangram.
Er Tadar Mangku, Executive Engineer, PHED Itanagar who attended the closing ceremony handed over the trophy to champion team along with cash prize of Rs 60,000. He advised the players to play the game in the true spirit of game and maintain discipline life. He also appealed them to avoid drugs and try to represent the district in state level. VKV Nirjuli wins 1st and 2nd positions in district level NCSC
ITANAGAR, Oct 31: Tader Parte and her team from VKV Nirjuli became the winner of the district level National Children Science Congress (NCSC) 2016 of Capital Complex held on Saturday at Government Higher Secondary School, Naharlagun on the theme Science Technology and innovation for sustainable development.
Sneha Das and team from Nirjuli and Vivek Deb and team from Govt Hr Sec School, Naharlagun were adjudged second and third positions respectively.
All the three teams will participate in the state level national children science congress likely to be held on November in Itanagar.
Org provides relief items to fire victim
ITANAGAR, Oct 31: A team of Arunachal Youth Organisation (AYO) led by its president Giogi Talar has distributed relief materials like blanket, utensil and rice to the fire victim at Anya Colony, Nirjuli on Monday. AYO informed that a dwelling house of one Bamang Taming was completely gutted in a fire at around 2 am last night. However, there was no loss of life. While slamming the fire department for reportedly reaching late in the fire spot, the organization also urged the concern authority to provide immediate relief assistance to victim family.
BJP unit for early construction of Green Field Airport
ITANAGAR, Oct 31: The Bharatiya Janata Party Papum Pare District Unit has written to Chief Minister Pema appealing him for early start of Green Field Airport project. In a letter Techi Tempo, General Secretary of BJP district unit said delay in construction of airport is hampering the progress of state.
The start of air service will lead to increase in flow of tourists which will boost the state’s economy, the party unit stated. They have also appealed MoS Home Kiren Rijiju and MLA Doimukh constituency cum minister Urban Development Nabam Rebia to takes steps for early construction of green field airport.
Byaling’s role alleged
ITANAGAR, Oct 31: The Anti Corruption and Crime Control Committee, Arunachal Pradesh state Unit has demanded dropping of Tanga Byaling from minister post alleging him to be involved in the illegal appointments of EO (Rural engineering) and PA/EO (credit) in the state rural department.
In its memorandum to the chief minister seeking cancellation of the appointments, the committee further claimed that the appointments were made without advertising it in the local newspapers and also demanded suspension of the officials and staffs involved.
The committee further warned that it would go ahead with democratic movement if the demand is not fulfilled.

Let judiciary and media remain independent
The appointment of judges for Supreme Court and high court is becoming a contentious issue. Recently Chief Justice of India TS Thankur came down heavily on union government for delaying the appointment of judges. The file for appointment of judges is alleged to be stuck in Prime Minister’s Office for the last many months. The collegium has already cleared names of 75 judges for transfer and appointment but they have not been yet approved by the union government.
The vacancy in high courts has risen to 43 percent and there are four million pending cases in the high courts. Supreme Court is also struggling to clear the pending cases. The whole system is collapsing due to inordinate delay in appointment of judges. It is unfortunate that Chief Justice of India is being forced to come out in public and beg to the government for clearance of judge’s appointment. This is one of the lowest days in the history of Indian judiciary. Government of India is trying to infringe into the freedom of judiciary by sitting over the judges appointment file. They are trying to influence appointment procedure. This is absolutely wrong. The independence of judiciary should not be compromised at any cost. The Indian democracy has always prided itself for independent judiciary and free media. But the events of last few years raises serious question over independence of judiciary and media. Certain forces are trying to use different means to curb independence of media and judiciary. The citizen and NGOs of this country should strongly resist such force.

Tawang and the canine menace

The streets of Tawang have turned into a nightmare with the stray dogs chasing people,
bikes and motors in packs. For the common people who doesn't own a car or can't afford
a taxi, crossing the streets in the evening or coming out early for a jog or a walk
is no less than entering the enemy territory in PoK! The only difference that remains
is that the sounds of gun shots and bombs are replaced with high-
For the elite animal lovers and NGO's, specially to ones who do not have to walk on the road, we suggest that they take a trot to the drug stores and health clinics.There are hundreds of recorded and reported incidents of people being bitten and mauled by stray dogs.
Tawang is perhaps the only district in the state where stray dogs are tolerated and encouraged, under the legal or illegal protection of some NGOs. The logic? We are Buddhists and the stray dogs have a life! So where does the spirit of Buddhism vanish when rodents, pests, mosquitoes are killed? We won't hesitate for a micro second to snap a fly because it pollutes the food but won't let eliminate stray dogs who maul and bite the general people.
Ever heard of Ecological balance or food chain? Very soon dogs will overtake people in numbers and there will be a ratio of 10 dogs per human, all set to gift them with a dose of the fatalrabies, for the generosity of some NGOs who hold animal rights higher than human rights.

This is with reference to your editorial, "World Bank report dampens spirit" (A. Times, October 27, 2016). According to World Bank ranking in ease of doing business, India's position is at 130th among 190 countries. It is far from the target of getting within the top 50 by 2018. However, there is no surprise in it. How can India become one of the top business friendly countries staying put at 130th position of human development index? Indeed, India's ease of doing business ranking is on a par with her HDI ranking which is also 130th among 190 countries. How can a country become business friendly when more than half of its population has only 4.1 per cent of nation's wealth? That means more than half of our country has too negligible purchasing power to create the demand for boosting the market. How can a country have business environment when its workforce is unskilled and unhealthy? A few months ago, World Bank president, Jim Yong Kim had, very aptly, said to our political leaders, "This is the bottom line : if you walk into the future economy with 40 per cent of your workforce having been stunted as children, you are simply not going to be able to compete".
